ESXi 6.5 maintenance mode stuck at 19%

Hello everyone,

One of the ESXi host 6.5  stuck at maintenance mode at 19% and 2 VM's still running and fails to vmotions. Remaining all the VM's successfully migrated to another hosts.

VCSA is 6.5.  Any help is appreciated.
