How to add the unallocated space of HDD to ESXi Storage

I have installed ESXi 6.7 on a 16GB USB3 flash drive. The physical system has a 1 TB HDD and I have installed Windows 10 on a 250GB partition of this drive. The rest 750GB is unallocated. I want to add this unallocated space as ESXi storage, but it returns error: "Failed to create VMFS datastore [name]- Cannot change the host configuration". I need this to have both windows and ESXi, so whenever I would like, I can remove the USB and boot the PC in windows.

The HDD was GPT at first, but I changed it to MBR. in both cases the same happened.

If I have to use CLi please explain in more detail.
